Health Ministry modifies rules regarding smoking on-screen
There seems to be a never-ending and on-going tussle between the filmmakers and the Censor Board of Film Certification (CBFC) with regards to the depiction of smoking scenes in films. The latest is that a new notification issued on Friday, September 21, by the Government of India has diluted the rules issued last year.
As per the new notification, old films and even television programmes will have to screen a mandatory 'health message'. Besides this cinema halls will have to display anti-tobacco health spot of minimum 30 seconds at the beginning and the middle of the film. The Ministry of Health and Family Welfare will be making available these health spots to the CBFC. However, the Ministry seems to have bowed down to the demands of the filmmakers as the ministry has now withdrawn another requirement, according to which, actors featuring in a film needed to say a disclaimer at the beginning and middle of the film stating that 'cigarette smoking is injurious to health'. While the filmmakers will certainly be happy with this new rule, they will have to keep in mind that the Health Ministry now requires strong editorial justification for any film or TV programme displaying tobacco consumption on screen.Health Ministry modifies rules regarding smoking on-screen
