Good intentions dont always lead to a good movie.
The storyline sucks, the script is stereotypical, with Gandhi like greatness shown by Anil Kapoor by not calling up the cops to prevent a riot. Overall I think a movie reflects a director's, the critic's and his audiences' intelligence level. It might just become a very popular film given its theme.
